Treatment of slurry generated by residential activities
The treatment of slurry generated by residential activities is governed by waste management regulations. Property owners must arrange the collection of slurry generated at their property (both septic tanks and cesspits).
To join the waste management service, contact a waste management company that has been approved for the waste management registry maintained by the Centre for Economic Development, Transport and the Environment and agree on the emptying of your tank. The waste company is responsible for delivering the slurry for appropriate treatment at a reception station.

- The sludge from septic tanks, small treatment plant sludge tanks, and other similar tanks must be removed as needed, but at least once a year.
- The sludge removal from septic tanks, sludge bags, or filters intended for the treatment of toilet wastewater must be done primarily as presented in the approved wastewater plan or according to the manufacturer’s instructions, more frequently than the aforementioned annual minimum requirement.
- Attention must be paid to the condition of the tanks when emptying, and the emptier must notify the property owner of any deviations if necessary. The septic tank must be in accordance with the waste management regulations section 33.
- The property owner must monitor the septic tanks and their filling, as well as the operation of the filling alarm regularly, at least once a year. Septic tanks must be emptied as needed, but at least every two years.
- The emptying of sludge generated from residential use can be suspended if the property is unused. The suspension is applied for by submitting a written application to the waste management authority of the Lahti region.
- Sand traps, oil traps, and grease traps must be inspected at least once a year and emptied as needed. The alarms of the traps must be inspected regularly and kept in good condition 6.
- Phosphorus removal wells must be inspected regularly, at least once a year. Phosphorus removal wells must be emptied as needed.
- The property owner must keep a record of sludge removals.
- Sludge generated from residential use and other sludge falling under municipal community waste management must be delivered to the reception points designated by the waste management authority of the Lahti region or treated in accordance with section.
The property owner must keep the septic tanks, small treatment plants, and cesspools, as well as their surroundings, in such condition that they can be emptied without obstacles and safely.
The property owner is responsible for ensuring that
- the property’s sludge tanks and related structures are intact, safe, and suitable for their purpose.
- The sludge area must be constructed and maintained in such a way that soil materials do not enter the emptying equipment during emptying.
- The necessary instructions for performing the emptying must be given to the person emptying the sludge tank.
- Access to the sludge tanks must be unobstructed and safe.
- The location of the sludge area must be clearly marked at the time of emptying, and the lids of the tanks to be emptied must be visible.
- The opening mechanisms of the sludge tanks or similar must be intact and can be opened or moved manually without tools.
- Post-emptying measures, such as possible locking of the sludge tank, must be carried out.
- On private roads with weight restrictions, there must be an additional sign indicating Maintenance driving allowed or Does not apply to garbage trucks, or permission for garbage transportation must be notified in writing to the garbage transportation customer service.
- If the property is located on an island without road access, the emptying vessel must be able to reach a sufficient distance from the sludge tank to be emptied. Otherwise, on a property without road access, a wastewater system must be used, where the sludge tank is emptied according to the manufacturer’s operating and maintenance instructions, and the sludge removed from the tanks is treated according to the waste management regulations of the Lahti region.
The independent handling of sludge is regulated by the waste management regulations of the operational area. Independent handling of sludge is prohibited, except for the exceptions mentioned in the waste management regulations. The composting of sludge generated in small treatment plants, the lime stabilization of sludge, or the spreading of sludge on fields must be reported to the waste management authority of the Lahti region in writing using a form.
